From what I gather, the fingerlings were stressed prior to the delivery to your farm.  This is evident in the fin and gill rot signs.  Two hours transport is not enough to show bacterial infections.It should have been contacted from the source of the fingerlings prior to delivery.  They should have been treated with antibacterials prior to transport and stocking in your pond.  

I have already suspected on the onset that your mortality is due to handling and transport stress.  This is also the reason why your fingerlings refused to eat.

Stocking time could also aggravate the disease.  The best stocking time is between 6-8am when the temperature of the transport water is not so different from the temperature of the pond water.

If you are still experiencing mortality now due to bacterial infection
you add antibacterials to your feed to arrest the infection.</description>

yes, but i think less than 5 fingerlings. 
4. Any unusual thing observed in the fingerlings upon arrival to your farm? 
after 24hrs upon arrival they ate very slow, they cannot consume 1kl of pre-starter feeds in a day and some of their fins/tails were rotten
5. What time did you stock them?
11 am
6. Where did you stock them? ponds, tanks, cages?
8-ft deep pond

from the stream at the foot of a mountain
