Family Welfare and Assistance Program – Reintegration Program

The Reintegration covers two (2) major components – economic and psycho-social components. The psycho-social components includes community organizing program or organizing of OFW family circles and services like social counseling, family counseling, stress debriefing, and training on capacity building, value formation, etc. The economic component on the other hand, includes social preparation programs for livelihood projects or community-based income generating projects, skills training and credit facilitation and lending. At present, the economic component has two (2) loan programs: the OWWA-NLSF Livelihood Development Programs for OFWs (LDPO) and the OFW Groceria Project.

The OWWA-NLSF LDPO Project

This program is a joint undertaking of OWWA and National Livelihood Support Fund (NLSF). to address the economic component of the OFW Reintegration Program. It is meant to further improve access to entrepreneurial development opportunities and credit facilities to OFWs, their families, and organizations. Possible enterprises include: (a) trading (general merchandise and buy and sell, etc.), (b) services (repair shops, restaurants, parlors, etc.), (c) manufacturing (meat/fruit processing, shoes, etc.) and (d) agri-business (tilapia culure, piggery, poultry, etc.).

The OWWA-NLSF Livelihood Development Program currently has the Collateral Loan Window for individual and group borrowers

Acceptable Purposes of Loan

  1. Working capital – for purchase of merchandise goods and/or raw materials
  2. Business assets acquisition (except lot) – for purchase of machines/equipment
  3. Business site construction or improvement

Eligible Borrowers

  1. Member-OFWs and former member-OFWs
  2. Their immediate family members (one family member per one OFW)
  3. For married OFWs: spouses or children of legal age
  4. For single OFWs: parents or siblings of legal age
  5. OWWA LDPO beneficiaries with good repayment records
  6. Legally organized groups of OFWs (partnerships / corporations, OFW organizations / associations / cooperatives & Federations)

Individual Borrower

  • Loan Ceiling : P200,000.00 (maximum per qualified borrower)
  • Interest Rate : 9 % p.a.
  • Debt:Equity Ratio : 85:15 ratio
  • Collateral Coverage : 100 %

Loan Requirements

  1. Proof of OWWA Contribution (passport with POEA-LAC stamp, information sheet from OWWA, POEA-attested Employment Certificate, or E-card)
  2. Business Plan / Project Feasibility Study
  3. Financial Statement in case of existing business
  4. Business permit / license (pre-release condition)
  5. Collateral papers (REM or chattel mortgage)

Additional Requirements if availee is an immediate family member:

  1. Marriage Contract and consent (for married borrowers)
  2. Birth Certificate and authorization (for single OFWs)

Loan Application

Loan applications may be filed at all OWWA Regional Welfare Offices together with the following standard requirements:

  1. Accomplished application form (with 2×2 picture)
  2. Sketch and routes of residence and/or business site
  3. Other requirements if applicable:
    • Price quotation
    • Bill of materials or building plan

      @agnes, i think lahat ng current and ex-OFW ay entitled sa loan. tawag ka na lang sa kanilang hotline para sa karagdagang impormasyon.

    gandang araw po!
    tanong ko lang po kung pwede akong mag avail ng cash loan sa owwa.dati po akong ofw sa saudi pero nung nakaraang taon isa po ako sa natagal sa trabaho dahil sa saudization. ngayon po paalis ako ng kuwait kailamngan ko po ng pera sa placement fee ko gagamitin ko po sa placement fee. salamat po

    I am ofw here in uae and i am planning to go for a vacation in manila in order to set up a business and the i will be back to uae again. what will be the requirements and important documents needed from here in uae for me to bring inorder to apply for the loan.or could i apply for a loan from here in uaea owwa office. would that be possible as well and how long will be the processing.

    Good day po!wife po ako ng isang OFW na up to the present nasa Oman po.Member din po sya ng OWWA.Ask ko lang po kung pd b kmi mg loan sa OWWA kc may pinatayo kming shop ng computer at tapos na.Bale ang aming naipon ay tama lang sa pagpagawa ng building.Pd po b kmi umutang sa OWWA para sa pagbili ng mga PC na ilalalgay nmin as our starting business?PD po b walang collateral?Ano ang mga klangan nmin.Thanks po

      @marie venancio, pwede, pinaka mainam siguro na tumawag kayo sa OWWA directly para sa kanila mismo manggaling ang advice at sagot sa iba nyo pang mga katanungan.

    tanong ko lang.pwede po ba mag-aplay sa owwa zambaonga city tungkol po sa loan.balak ko kumuha nagloan pag-uwi ko.xcit na po ko by next year.magpapatayo po ko ng cash advance loan sa mga worker.nasubukun kuna malakas un kita dapat malaki laki un puhunan mo.kulang un puhunan ko kaya naisipan ko kumuha sa owwa loan.
