The Bureau of Small and Medium Enterprise Development aims to increase the number of well-qualified entrepreneurs in the country through the Countryside Entrepreneurial Development Programs (CEDP).

CEDP promotes entrepreneurship in the country’s urban and semi-urban areas by using a comprehensive training approach: the Competency-based Economies through Formation of Entrepreneurs (CEFE). The structured learning experiences and games of CEFE were developed by the German Agency for Technical Cooperation (GTZ) with the assistance of training experts in Asia, Europe and Africa.

CEFE was originally developed by GTZ as a training component and an integral part of small and medium industry promotion. It is anchored on strategic precepts that were derived from experiences in entrepreneurship development, small business consultancy, technical training, credit facilitation, industrial estate promotion, export marketing and appropriate precepts.

CEFE training is given to organizations and companies upon request from the Bureau of the Small and Medium Enterprise Development.
